What the bulletin reports
The ONS bulletin puts September net borrowing at £24.5 billion. It says borrowing in the financial year to September was lower than in the same period a year earlier, while exceeding the Office for Budget Responsibility forecast. A one-month year-on-year comparison and a cumulative financial-year comparison should not be merged into one trend.
Debt is a stock, borrowing is a flow
ONS provisionally estimated public sector net debt above £3 trillion at the end of September. Debt is the accumulated stock at a point in time; borrowing is a flow over a period. ONS also says debt as a share of GDP was lower than a year earlier, so the cash amount and ratio need separate labels.
What this cannot prove
The bulletin does not announce a tax change, Bank Rate decision, Bitcoin price effect, or household budget outcome. Record the measure, reference period, provisional status, and comparison before interpreting fiscal pressure.
