Build a borrowing-versus-debt evidence card
A borrowing headline becomes more useful when the reader separates a monthly flow from a year-to-date flow and a debt stock.
Published as a retrospective study for the 25 October archive slot. Original source: ONS public sector finances, UK: September 2026, published . This article was not published on 25 October.
Create three rows
From the ONS release, write one row for September borrowing (£24.5 billion), one for borrowing in the financial year to September, and one for debt at the end of September (provisionally above £3 trillion). Add a column for each row’s period and whether it is a stock or flow.
Add the right comparisons
The monthly figure is £1.8 billion higher than September 2025. The financial-year figure is lower than the equivalent period a year earlier but above the OBR forecast. Do not describe those distinct comparisons as one directional move.
Write a cautious takeaway
The bulletin describes public finance estimates, not a personal tax bill or an investment signal. Check revisions and the debt-to-GDP ratio before repeating a headline.
Check the source and continue
Read the original document for definitions, caveats, and later revisions. Continue with the companion source review, the 27 October source pack, or the dated archive.
