Separate a price level from its growth rate
Read the units before interpreting a headline.

A worked example
A made-up price index rises from 100 to 105 and then to 108. The second increase is smaller in percentage terms: 3 divided by 105 is about 2.86 percent, compared with 5 percent initially. Yet the index level is higher at the end of both periods.

What to take from it
Slower price growth does not mean the price level has fallen.
Try it on paper
Construct an example where the index level actually declines.
Keep the assumptions beside your answer. Check the result before applying the idea to a different situation.
