Give a payment workflow distinct states

Use status words that describe observable steps.

A worked example

A fictional invoice system moves through requested, observed, and reviewed states. An observed transaction does not automatically mean the invoice details reconcile. Recording the expected amount and the evidence used for each transition makes mismatches easier to investigate.
